The OP misses som e points here. When you say you have millions of SP - does that mean you have more than two mil? Sp in what?
Yes - lasers use a lot of cap - but if you have trained the ships skill (Amarr BS lvl5 for example) you will notice that your lasers drain less cap than Railguns would drain form an Gallente/Caldari ship. So train the skill first
Second. You keep saying that you can not NOS a Minmatar ship because its guns do not use cap. The most important part about NOSing an enemy is not to stop their offencive capabileties - but to kill their TANK. And minmatar ships also use capacity for their shield/armor tanks - just like any other ship.
Finally - in a recent war we fought the enemy liked to deploy T2 Gangakeddons with Reconships and other lighter shisp as EWar support.
They serntanly owned me - and tjhe rest of my alliance did not fare to well either.
I have noticed that gallente pilots whine over gallente tech caldari whine over nerfed missiles and their lack of use in fleet battles minmatar pilots whine over weird ship configs and "jack of all tradeness" amarr pilots whine over the stuff you are whining over.
Everyine seemes to think that the grass is greener on the other side.
And as a side note - Amarr has the best possebility to change their optimal range of all races. They can swich crystals to have a closerange config hit well farther than blasters or autocannons - and they swich crystals in a heartbeat and does not have to carry around expensive ammo - and they neve run out of ammo either.
PROS and CONS of all races.
None is best - none is worst. It all comes down to KNOWLEDGE of the game. PREFERED style of playing. And of course SKILLPOINS in that area.

When we pvp with my corp i find myself unable to use more than one EW slot, which compared to some other ships is rather laughable. Thats why we try to act as a mix of strenghts and weaknesses.
I scout, then my freinds BS comes in and scrambles target. He tanks, jam and scrambles while im getting at close range with my puni. It works but id rather be able to use scamblers and target disruptors myself.
I fancy flying a CELESTIS myself or its RECON ship big brother, the LACHESIS. Fits 2 damps. 2 ECM, Webber and scramemr. (all Recon ships make good EW ships)
Blackbird is a good EWar T1 ship
heck - even my Thorax never undocks without some form of Electronic Warfare gadgets.
